About this Role

It is an exciting time to join the California Department of Human Resources (CalHR ), Benefits Division, where you will be part of a team committed to establishing a respectful and engaged workplace by taking a holistic approach to product, programs, and service delivery to support the employee's overvall well being. As the Divison's Project and Training Specialist you will make a difference by managingtraining programs, communication strategies and web content to ensure alignment with the California State Payroll System project implementation and alignment with the CalHR and Benefits Division mission, vision, values, and goals.

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order N-22-25.

Special Requirements

  1. Describe your experience managing multiple projects. How did you successfully track project deliverables to ensure project outcomes are met as expected?
  2. Describe your experience developing communication plans and/or strategies as it relates to the life cycle of a project?
  3. Describe a time you were part of a team that recommended and implemented a process change. How did you work through the change management process to gain buy-in?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Communication skills – Clear and concise in verbal and written work, meeting facilitation skills, applies critical and forward-thinking skills and the ability to achieve buy-in and engage customers. Ability to develop comprehensive training plans and deliver engaging, educational, transformative, persuasive, and instructive presentations. 
  • Interpersonal skills – Collaboration, teamwork, practices conflict resolution, adaptability, resilience, and helping behaviors.
  • Dependability – Ability to work under pressure, meets deadlines, follow established departmental procedures, and manages time and schedule effectively. 
  • General business acumen – Honest, ethical, systemic thinking, tactful, thoughtfully decisive, and conscientious.
  • Digital fluency – Proficiency in Microsoft Office, including advanced MS Excel skills, MS PowerPoint, MS Project and experience with MS Visio and MS Teams or collaboration tools. Experience with digital workflow and document transmittal systems, such as Adobe Sign, DocuSign, Microsoft, Xerox, or other similar systems. Experience with learning management systems and WordPress. 
  • Project management – General knowledge of project management methodologies and how communication strategies impact overall success of a project life cycle. Ability to manage multiple, conflicting priorities, work in a fast-paced, ever-changing environment. 
  • Program administration – Knowledge of employee benefit programs and/or health care industry standards. Demonstrated knowledge of state policies, rules & standards relative to the State’s Civil Service Benefits Administration, a plus.
